To put it one way, hydration is what gives a trap its curb appeal.

Without being hydrated, a trap lacks incentive for free market operators to run it. Running a trap as an operator takes a combination of money (cloud subscription costs, energy, etc), skill, and time. So it’s reasonable to pay what you could call a subscription fee, for your trap to be run by operators.
Who can hydrate a trap? Technically anyone can if they have an interest in supporting the trap. Normally this will be the owner of the trap, whether that be an individual, or a DAO/company/etc.
